It could be a grave marker. I’ve heard of people making things like this and putting them over where someone was buried.

Looks like some kind of alter, as the breasts look like they were designed to place candles upon. It would be interesting to investigate around it, to see if it was more of a celebrational thing (flowers, candles), or if there are things such as bones (sacrifices) that would seem to give it more of a sinister nature.
There even looks like there may have been a circular indent for a candle to be placed on the head. But perhaps im looking to hard at it.
